Only 96 Days are left in 2026 for UPSC CSE 2027 aspirants to be mains ready.

This is the time you should prepare all the necessary static portions, along with your Proper Handwritten Revision Notes.

Make sure you at least complete the following subjects:

World History
Post Independence History
Social Issues
Governance
Social Justice
IR
Agriculture
Disaster Management
Security
ETHICS

Assuming that you've already covered core subjects - History, Polity, Economy, Geography & Environment.

If you've not covered the core portion yet, then I'll request you to increase your study hours and give at least a 3-4hr slot till December to cover it.

Also, make sure you're at the end stage of your Optional Preparation ( Study + Notes + Practice Questions ). Finish it by December, or max by January.

Please note, I know it's difficult for those with their first attempt to cover all these things and that too with the highest quality.

But I'll suggest you all to atleast stay in the process and try to cover the maximum portion possible.

Even Now, If you schedule your day properly and organise your preparation in an orderly way, next year can be a good chance for all of you.

And in any way you want my help or advice, I'm just a text away.

Best Wishes to All,
Regards,
Pritpal

Syllabus Mapping:
Inclusive Growth and issues arising from it.

The question has two equal halves:

Part A
Why is financial inclusion a component of:
social inclusion + economic inclusion?

Part B
What is the practical usefulness of the RBI Financial Inclusion Index?

Students often over-answer Part A and then write two lines about FI-Index.
That is a structural mistake.

Part A: Financial inclusion as social and economic inclusion

Think of the chain:
Bank account → savings → payments → credit → insurance → pension → investment → entrepreneurship → resilience

Financial inclusion therefore changes not only access to finance, but the ability of households to participate in the formal economy.

Social inclusion:

Financial inclusion can improve:

1. women's financial autonomy,
2. DBT access,
3. social security,
4. pension access,
5. insurance coverage,
6. savings behaviour,
7. resilience during shocks.

Economic inclusion:

It enables:
1.household investment,
2. MSME finance,
3. agricultural credit,
4. consumption smoothing,
5. entrepreneurship,
6. formalisation,
7. digital payments,
8. productive credit.

This is where JAM + UPI + Jan Dhan + Aadhaar-enabled systems become useful examples.

RBI Financial Inclusion Index

The RBI's FI-Index measures financial inclusion on a 0–100 scale.
It has three pillars:
1. Access — 35%
2. Usage — 45%
3. Quality — 20%
The composition is extremely important because it reveals RBI's conceptual evolution:
Having an account is not the same as meaningful financial inclusion.
RBI's own annual report explains that the index incorporates data covering banking, investments, insurance, pension and postal sectors.

Latest number students should know:

The FI-Index increased from:
60.1 — March 2023
to
64.2 — March 2024
and then to
67.0 — March 2025.
Growth was recorded across Access, Usage and Quality.

Why is FI-Index useful?

1. Measurement
Converts a broad concept into a measurable indicator.
2. Policy diagnosis
Shows whether India's problem is primarily lack of access, low usage or poor quality.
3. Monitoring progress
Allows policymakers to track changes over time.
4. Beyond bank accounts
It captures quality and usage, preventing the government from equating account opening with inclusion.
5. Policy coordination
It brings together multiple dimensions—banking, insurance, pension, investments and payments.
6. Financial literacy emphasis
The quality component highlights the importance of informed and responsible financial participation.

Critical angle:

A sophisticated answer should add:
A composite index can hide regional, gender, caste, rural-urban and age-based disparities.
Also:
Access ≠ usage ≠ productive use.
A dormant Jan Dhan account does not automatically equal economic empowerment.
That sentence alone elevates an otherwise standard answer.

Final Verdict:

Difficulty: Moderate

Core lesson: UPSC wants students to distinguish financial access from meaningful inclusion.

Question 2.
Examine the view that financial inclusion is an integral part of social and economic inclusion in a country like India. Also throw light on the usefulness of the RBI’s Financial Inclusion Index.

Syllabus mapping:
GS-III: Indian Economy → Banking and financial sector → digitisation and emerging financial technologies.

What exactly is UPSC asking?
There are three separate tasks hidden here:
1. Definition
What is Digital Rupee?
2. Working
How does CBDC actually function?
3. Progress
How far has India moved from pilot to real-world adoption?

A student answering only “Digital Rupee is digital currency issued by RBI” has answered perhaps 20–25% of the question.

The strongest conceptual distinction students should know:
CBDC is NOT cryptocurrency.
CBDC is:
• sovereign money,
• issued by RBI,
• a direct liability of the central bank,
• denominated in rupees,
• legal tender,
• transferred through digital wallets/infrastructure.

RBI describes e₹ as the digital form of the physical rupee, usable through wallets for P2P and P2M payments.

How CBDC works?
Students should ideally draw this:
RBI → authorised intermediary/bank → CBDC wallet → user → P2P/P2M transaction

The retail CBDC pilot began with person-to-person and person-to-merchant transactions.
RBI has subsequently tested:
• programmability,
• offline transactions,
• non-bank wallet distribution,
• wholesale CBDC,
• government securities
• settlement,
• cross-border use cases.

CBDC has moved beyond a simple “digital cash” experiment.
The RBI has been testing programmable CBDC, including welfare-related applications.
In August 2026, Chandigarh and Dadra & Nagar Haveli became the first jurisdictions to operationalise food-subsidy transfers to eligible PMGKAY beneficiaries using programmable CBDC tokens.

Progress: what should students write?

As of November 2025, the
retail pilot had expanded to around 82 lakh users and 11 lakh merchants, while UPI interoperability had been enabled.

But the sophisticated answer should not present adoption as an unqualified success.

An interesting 2026 development is that the value of retail e₹ in circulation fell from around ₹1,016 crore at end-March 2025 to ₹772 crore at end-March 2026, even though pilot use cases expanded.

That tells us something important:
Pilot expansion ≠ mass adoption.

UPSC loves precisely this distinction.

Best analytical conclusion:

CBDC's significance lies less in replacing cash tomorrow and more in creating a programmable, interoperable sovereign digital-money layer for payments, welfare delivery, settlement and potentially cross-border transactions.

The RBI is also exploring bilateral and multilateral cross-border CBDC pilots.

Final Verdict :

Difficulty: Moderate

Trap: Writing a generic cryptocurrency answer.

Important Announcement :

From tomorrow onwards, I'll be discussing 1 Mains Question, and it's Analysis everyday for 9 days, completing all the 9 Questions asked from Economy + Agriculture Section of GS 3 Mains 2026.

All of you can simultaneously practise writing 1 answer everyday and send for evaluation.

The most striking feature is the blending of Economy, Agriculture, Technology, Social Inclusion and Science.

My overall assessment is that UPSC 2026 has moved further away from “topic-based preparation” towards “system-based understanding.”

A student who merely memorised:
CBDC = digital rupee
FI-Index = 64.2
e-NAM = online mandi
Green Box = safe subsidy

would have had difficulty producing a high-quality answer.

The questions instead demanded:
concept → mechanism → Indian application → evidence → limitations → policy response.
That is the central lesson.
