Explanation Q 1: For such questions always break argument into its component - Conclusion and Premise:

Conclusion is: "children attending pre-school programs in the United States can achieve cardiovascular fitness only by engaging in a daily school program of stretching and exercise"

Premise 1: In france children in pre-school spend time in exercise and stretching
Premise 2: In US they dont do that
Premise 3: Children of france outperformed children of US in cardiovascular test...

Now assumption is a missing link between Conclusion and premises. That missing link is given by option d. Option a does not talk about US/French, it is extreme also 'all'.. Option b is irrelevant to the argument. Option c is about adults which again is irrelevant...
